It has come to notice that incorrect or inconsistent information has been entered in the STMS Report R.2.23 regarding Model Primary Schools’ infrastructure and facilities, based on the data input sheets submitted by EAs (Educational Assistants) through the STMS Portal.
During the verification of these data inputs, several discrepancies have been observed. To ensure accurate reporting and data integrity, the following instructions are hereby issued:
All concerned personnel must re-verify the data entries related to infrastructure and facilities in Model Primary Schools as reflected in Report R.2.23.
Cross-check with physical records and actual infrastructure available at school level.
In case of discrepancies, immediate corrections should be made in coordination with the respective field functionaries.
Ensure that the data input sheets submitted by EAs are complete, accurate, and up-to-date.
This verification process must be treated with utmost priority and urgency to maintain reliability in records for future planning and monitoring.
Instructions for Verification and Correction of Model Primary Schools Data Input Sheets
All District Educational Officers (DEOs) and Additional Project Coordinators (APCs) are hereby informed that discrepancies have been identified in the data input sheets submitted by Executive Assistants (EAs) regarding Model Primary Schools. These inaccuracies must be rectified without delay.
In view of this, all DEOs and APCs are directed to communicate the following guidelines to field-level staff and ensure that the data entry related to Model Primary Schools is carried out with accuracy and accountability by the concerned EAs.
General Instructions:
While evaluating verandahs or internal partitions in Model Primary Schools, care must be taken to assess the actual utility and structure correctly.
Additional Classrooms (Phase-II ACRs) that are within the school premises and are 90% or more Completed Should Be included in the assessment.
Any surplus Rooms Available on the campus, after being assigned to High School or Upper Primary Sections, should also be Considered and Recorded appropriately.
All officers are requested to ensure that the revised and verified data reflects the actual on-ground infrastructure and is updated promptly in the STMS portal.
Failure to adhere to these instructions may lead to misrepresentation of school infrastructure, affecting future planning and development processes.
Guidelines for Infrastructure Requirements in Model Primary Schools
1. Classroom Partitions:
Partitions for classrooms may be proposed only after utilizing verandahs to meet the essential classroom requirement of one classroom per section. Verandahs should be converted wherever feasible before suggesting additional partitioning.
2. Repairs in Model Primary Schools:
Repair works should be undertaken strictly for classrooms where Model Primary Sections are being operationalized. Classrooms not designated for Model Primary implementation should not be included in repair proposals.
3. Painting of Classrooms:
Painting must be proposed only for classrooms assigned to Model Primary Sections.
The accurate dimensions of each classroom must be provided in the data input sheet when suggesting painting.
For schools covered under Phase-I, only one coat of paint is permitted.
In all other Model Primary Schools, two coats of paint may be proposed, if necessary.
4. Furniture Allocation:
The requirement for new furniture should be determined only after exhausting the availability of surplus furniture from the cluster, mandal, division, or district levels, in that order. Redistribution of existing resources must be prioritized before placing new demands.
5. Green Chalk Boards:
Similar to furniture, the requirement for Green Chalk Boards should be assessed after reviewing existing surplus availability at the cluster, mandal, division, or district level. Only if adequate boards are not available, new boards may be proposed for allocation.
6. Verification Committees:
To ensure transparency and accountability in the verification process:
Two committees per mandal will be constituted.
Each committee will be headed by MEO-1 or MEO-2.
Members will include the respective Complex Headmaster (HM) or Cluster Headmaster.
These committees will be responsible for overseeing and validating all infrastructure-related inputs submitted for Model Primary Schools.
